VP, Trade Surveillance Lead Developer TDS (US)

Description

This role leads the design, delivery, and evolution of the Trade Surveillance technology platform at TD Securities. The VP will ensure surveillance solutions effectively monitor front-office trading activity across various asset classes, maintaining high data quality, completeness, and traceability. The position involves technology delivery leadership, trade surveillance expertise, and strong business partnership to align solutions with regulatory obligations and business growth.

What We're Looking For

Lead the technology strategy, solution design, and roadmap for trade surveillance platforms supporting regulatory and internal control obligations.

Ensure surveillance systems accurately capture and model trade lifecycle events from order initiation through execution and settlement across multiple asset classes.

Oversee and enforce frameworks for data quality, completeness, accuracy and traceability ensuring surveillance platforms are sourced from authoritative data with consistent controls and reconciliations.

Partner with front office and central data office teams to ensure adherence to surveillance data requirements and availability of all critical data elements.

Work closely with surveillance product owners and compliance stakeholders to translate business detection logic and risk scenarios into effective technical designs and workflows.

Implement robust controls for data lineage, access, and retention to support auditability and regulatory examination readiness.

Drive continuous improvement in automation, alert scoring, and case management efficiency through use of heuristic and AI-driven analytics using configuration driven approaches.

Collaborate with Compliance, Front Office, Risk and Data teams to ensure technology solutions align with evolving business and regulatory requirements.

Ensure delivery meets enterprise standards for scalability, security, and performance.

Manage vendor relationships where third-party data or technology solutions are leveraged.

Manage a team of developers and business system analysts, fostering a culture of accountability, transparency, and technical excellence.

Provide expert advice and counsel in system planning, performance, integration, operations and development.

Manage the development, delivery and/or support of products and services for a range of clients.

Support/Participate in developing the strategic direction of own area.

Work with clients to prepare comprehensive IT solutions.

Manage the integration of all systems, projects and technical interfaces.

Research and innovate, may make decisions to build/buy/reuse system components.

Measure and monitor the level of service, analyze trends, agree on service target levels, and determine appropriate actions.

Define development specifications, technical requirements, system performance objectives and identify system modifications.

Act as primary subject matter expert in multiple areas.

Work independently and/or autonomously as a senior/lead on a diverse range of tasks.

Monitor, manage, coach/educate a small team of IT professionals.

Act as a key resource in the exchange of technical information.

Define, deliver and maintain systems and technical infrastructure.

Identify, recommend, source, negotiate and implement improvements/solutions.

Influence product direction, foresee issues and gaps, identify solutions.

Contribute to the development of project plans and manage projects/initiatives.

Ensure Business Recovery Plans (BRP) are in place and adhered to.

Research/analyze business requirements to evaluate and recommend optimal solutions.

Comply with the system development life cycle (SDLC) and project management methodology (PMLC).

Deliver effective solutions by providing consulting support, researching issues/opportunities, and overseeing the execution of recommendations.

Integrate technical solutions with the business environment, recognizing systems interdependencies and reusability.

Ensure appropriate security levels are established and maintained.

Review, define, enforce and influence standards and appropriate quality measures/metrics.

Assist in the development/maintenance of comprehensive processes for prevention of issues and participate in problem determination and timely resolution of incidents.

Assist in the identification of opportunities to minimize cost.

Conduct pre and post implementation reviews.

Continuously enhance knowledge/expertise in own area and keep current with emerging industry trends, new technologies and best practices.

Ideal Candidate

Deep understanding of Trade Order Lifecycle events and reference data across asset classes and product types.

Hands-on familiarity with FIX protocol, market data feeds, and reference data models.

Expertise in data engineering and integration technologies.

Familiarity with big data and cloud architectures.

Understanding of data governance, lineage and metadata management tools.

Strong stakeholder management and communication abilities across business and technology functions.

Demonstrated ability to lead cross-functional teams and deliver complex programs under regulatory scrutiny.

Must be detail oriented and possess problem-solving skills.

Must be able to work independently with minimal supervision and establish priorities.

Proficient in interpersonal communication (both oral and written), and have the ability to communicate effectively with all levels of staff and management.

Expert knowledge of the technical environment/ tools (e.g., user environment, applications, software, hardware, programming languages and operating systems) in own area.

Minimum Education

Bachelor's degree in computer science, information systems, data management, or related field; or college degree, specialized training / equivalent work experience.
